Recent developments in quality management standards represent a proactive shift in how accounting firms manage risks and enhance performance at both firm and engagement levels.

Approved by the Auditing and Assurance Standards Board (AASB) in January 2021, these standards significantly advance the audit and assurance profession. They prioritize a robust approach to quality management adaptable to firms of all sizes and types of engagements, fostering consistent, high-quality outcomes. The standards were released in the CPA Canada Handbook – Assurance in May 2021.

1 — Key Advantages and Opportunities

The newly introduced suite of standards emphasizes proactive risk management, a departure from previous approaches. By expanding the scope to include related service engagements, these standards pose new challenges while offering substantial benefits. They are designed to establish systems of quality management that ensure reliable performance across various engagements, enabling firms to respond swiftly to evolving business landscapes.

2 — Customized Quality Management Systems

Unlike previous standards that applied uniform policies, the new framework allows firms to tailor their quality management systems to their specific characteristics and engagement types. This flexibility acknowledges the diverse needs of firms and promotes more effective management of quality risks.

By implementing proactive strategies, firms can enhance continuous improvement and maintain responsiveness to changes in their operating environments.

3 — Key Standards Overview

The suite comprises three core standards:

  • CSQM 1: Canadian Standard on Quality Management 1
Addresses audits, reviews of financial statements, and related service engagements

  • CSQM 2: Canadian Standard on Quality Management 2
Focuses on Engagement Quality Reviews to ensure thorough assessment and enhancement of engagement quality

  • CAS 220: Canadian Auditing Standard 220
Provides guidelines for managing quality in audits of financial statements

4 — CSQM 1: Quality management at the organizational level

A central aspect of CSQM 1 involves adopting a risk-based methodology. Firms are tasked with devising a quality management framework that incorporates a customized risk assessment process tailored to the firm's specific characteristics, operational context, and the types of engagements undertaken. This process of risk assessment includes:

  • Defining clear quality objectives
  • Identifying and evaluating risks that could impact the achievement of these objectives
  • Developing and implementing responsive measures such as policies or procedures to address identified risks

The risk assessment procedure extends across various facets of quality management, encompassing governance and leadership, pertinent ethical standards, client acceptance and continuation, engagement execution, resource allocation, information management, and communication.

CSQM 1 also outlines a monitoring and corrective action protocol that firms must establish. It involves:

  • Conducting ongoing monitoring activities
  • Assessing outcomes and pinpointing areas requiring improvement
  • Implementing corrective actions as deemed necessary

The monitoring process mandates that each engagement partner's completed assignments undergo inspection on a cyclic basis determined by the firm, with a selection of engagements guided by risk considerations. According to the standard, a firm might opt for a three-year review cycle for audit engagement partners while extending this to a five-year cycle for partners handling other types of engagements.

5 — CSQM 2: Engagement quality assessments

CSQM 2 addresses the selection and qualifications of engagement quality reviewers. It mandates a minimum cooling-off period of two years between the time an individual serves as an engagement partner and their eligibility to act as an engagement quality reviewer. This interval is intended to mitigate familiarity risks and bolster the impartiality of the engagement quality reviewer.

Additionally, CSQM 2 delineates the responsibilities of engagement quality reviewers in conducting and documenting engagement quality assessments. The standard applies to all engagements that necessitate such reviews, including audits of financial statements for publicly listed entities and those mandated by legal or regulatory requirements. Engagement quality assessments are also conducted when necessary to address identified quality risks. There may be instances where no engagements require an engagement quality review as determined by the firm's assessment.

6 — CAS 220: Quality oversight at the engagement level

CAS 220 addresses the responsibilities of the engagement partner and the engagement team in ensuring quality during audits of financial statements. It underscores that the engagement partner is accountable for the engagement's quality. However, specific tasks may be delegated to other members of the engagement team who support the engagement partner.

The standard introduces several significant revisions to enhance the engagement partner's role throughout the engagement process. These revisions include requirements for the engagement partner to determine the scope, timing, and level of supervision. They also review and conduct a retrospective evaluation to ensure the adequacy and appropriateness of their involvement throughout the engagement. The definition of an engagement team has been updated to reflect diverse and evolving structures within audit engagements.

7 — Implementation and Scalability

These standards are scalable to accommodate firms of varying sizes and specialties. Quality objectives are outcome-based, and risk assessments are tailored, ensuring effective identification and mitigation of quality risks. CPA Canada has developed comprehensive resources and guidance tools to support firms in their transition since 2021.

8 — Compliance

Designing and implementing a quality management system requires careful planning and integration of risk assessment processes.

By familiarizing themselves with the standards and leveraging available resources, firms can streamline their compliance efforts and ensure readiness well before the deadlines.

For firms navigating these changes, understanding the implications and requirements of these new standards will be essential in establishing a foundation for sustained quality and excellence in assurance services.
